    Stats:
    75 / 95 / 95 / 95/ 95 / 85​
    Overview:
    - Dragon / Water typing is great, giving it two weaknesses and 3 resistances
    - Dragon weakness hurts because of it's speed tier
    - Two useful abilities in Swift Swim and Sniper, making it's crits powerful and speed insane in the rain
    - STAB typing is great, but lacks coverage
    - Good bulk allows Kingdra to live many weaker attacks
    - Ability and access to Focus Energy make it the only viable user of the Scope Lens
    - Focus Energy + Scope lens guarantees Kingdra gets a crit with every attack
    - Draco Meteor crit destroys everything
    - Low speed means many things in the tier can outspeed it, and every choice scarf user
    - Struggles to break through common pokes like Florges, Empoleon and Jirachi
    - Limited movepool

    Scope Lens:
    Kingdra @ Scope Lens
    Ability: Sniper
    EVs: 4 HP / 252 SpA / 252 Spe
    Modest Nature
    - Focus Energy
    - Draco Meteor
    - Hydro Pump
    - Hidden Power Fire / Agility

    - Once Kingdra uses focus energy say goodbye
    - Focus Energy + Scope Lens gives you a 100% chance to get a crit with each attack
    - If Steel and Fairy types are removed, nothing will live a Draco Meteor
    - Draco Meteor is a base 292.5 damage attack after a crit + Sniper
    - crits avoid Draco Meteor's Special Attack drops, meaning Kingdra has no drawbacks from using it
    - Draco Meteor's low PP is worrisome
    - So is it's 90% accuracy
    - Hydro Pump is slightly weaker, but a good alternative to beat weakened Fairy & Steel types
    - Hydro Pump only has 80% accuracy, making both of Kingdra's main attacks have a chance to miss
    - Hidden Power Fire is the main last slash, letting Kingdra beat Steel types easier than it would with Hydro Pump
    - Agility can be used to make sure Kingdra outspeeds anything left on the opponents' team
    - Kingdra usually doesn't have an opportunity to Agility and Focus Energy, making HP Fire the preferred move, as it gives Kingdra more coverage
    - EVs maximize Speed + Power, the rest going into HP to give Kingdra a little extra bulk

    Rain Sweeper:
    Kingdra @ Life Orb
    EVs: 64 Atk / 252 SpA / 192 Spe
    Modest Nature
    - Draco Meteor
    - Hydro Pump
    - Outrage / Rain Dance
    - Surf / Waterfall

    - Powerful mixed rain sweeper
    - Swift Swim allows Kingdra to outspeed all of the unboosted tier, and some slow scarf pokemon
    - Life Orb used to maximize attack, while letting Kingdra switch moves
    - Hydro Pump is Kingdra's strongest water move, letting it hit a majority of the tier hard with LO + max investment
    - Draco Meteor lets Kingdra smash many Pokemon in the tier really hard
    - both moves have poor accuracy, meaning Kingdra takes a risk using them
    - Outrage is preferred here as it lets Kingdra use a Dragon-type attack that's physical, and allows it to hit hard without any stat drops
    - Outrage locks you in, so it's mostly a last resort move
    - Rain Dance can be used to support the team and let Kingdra sweep if your main rain setter has been killed
    - Surf remedies Kingdra's poor accuracy with Hydro Pump, but is notably weaker
    - Waterfall can be used as a Physical water move, but is even weaker than surf and will only hit specific threats harder
    - EVs let Kingdra everything it outspeeds and then maximizes Special Attack, and puts some into Attack, to let Kingdra's Outrage and Waterfall do more damage

    Other Options:
    - Choice Specs
    - Dragon Dance, but lacks the movepool for it
    - Flash Cannon for Florges
    - Bulky set with Toxic, Scald, Rest, and Sleep Talk

    Checks & Counters:
    - Empoleon counters both sets with ease due to typing and bulk
    - Fast Dragon types, like Salamence, Flygon, and Hydreigon
    - Pokemon that can live a hit and retaliate, like Florges, Jirachi, and Empoleon
    - Bulky special walls, like Snorlax, Milotic, and Porygon2

    overview looks fine, not much i can add to it

    firstly, swap scope lens and rain sweeper around, rain sweeper is better as the rain provides a greater reward, potentially allowing it to sweep while still having the power to smash through things thanks to life orb and rain boost for water attacks.

    rain sweeper set should look like this:

    Kingdra (M) @ Life Orb / Choice Specs
    Trait: Swift Swim
    EVs: 252 SAtk / 4 SDef / 252 Spd
    Modest Nature (+SAtk, -Atk)
    - Draco Meteor
    - Hydro Pump
    - Dragon Pulse
    - Scald / Rain Dance

    i don't see the need to run physical attacks on this, you didn't actually name anything waterfall/outrage hit, you just said that outrage is a dragon stab with no drops, so dragon pulse / scald take their place. dragon pulse is used for the same reason as outrage, and scald is an alternate over hydro pump if you don't want to risk the chance of missing when you can ohko your opponent without the extra damage hydro pump provides, also can spread burns which is nice. rain dance is used over scald if you don't have politoed, and choice specs can be used over life orb for more power.

    scope lens set mostly looks fine, just remove hp fire (hydro pump hits everything harder) and slash scald behind agility imo

    oo remove the bulky set, suicune / zygarde outclasses it, add surf as an option over scald for a bit more power and remove choice specs as its now slashed in the rain sweeper set

    change c&c order to counters then make checks last
