How tiers actually should have been designed.

The 20 year old broken strategy of tiering based on usage was always a regrettable path. I was there on GameFAQs in the early 2000s arguing against the use of the term "uber" but it stuck. Edgelords came up with that term, it was so bad. It was far too nuanced and detailed and should have been based on broad generalizations. Individual Pokemon should not have been banned, but instead moves and types. For example Gen 1's best format would have been the total Psychic type ban.

Gen 5 and onwards should have banned all water, steel, and dragon types.

Banning entry hazards has always been a format that has hovered parallel to all the other tiers and yet gets no attention.
